CARES act money in Arizona

Arizona Sheriff David Hathaway describes how governor Doug Doucey is required to give the federal government names, birthdates, addresses, and vaccination status of every person in the state every 24 hours to receive federal CARES act money. It is not possible to opt-out.
I assume all states are 'required" to follow in order to receive funding. This plandemic is being incentivized all all levels...
