What Caused The Waukesha Attack?

In the wake of the Kyle Rittenhouse verdict, the state of Wisconsin experienced an apparent terror attack in the city of Waukesha during a parade, when suspect Darrell Brooks drove an SUV through the crowds, claiming at least five lives as of November 26th 2021, with several more severely injured.
It has come to light that Darrell Brooks had a long and serious criminal record, and showed significant red flags in the lead up to the attack, including calling for violence against white people on social media. Clearly a man like Darrell Brooks shouldn't have been allowed to walk the streets, but he was, released on a measly $1000 bail no less. How could this have happened? Why did this happen? What caused the Waukesha attack? And how have our politicians been enabling criminals like this?
