Pneumatic valve issues can affect start circuits

Pneumatic valve issues can affect start circuits in many systems. This problem originated as a return fan not running and further investigation revealed the issue was a leaking air valve. The actuator was not able to position the damper correctly and the position switch kept the VFD from starting.
