We all have heard of Equalization. But what are the hurdles to implementing it?

1. A majority vote in the House of Commons.
2. A majority vote in the Senate.
3. A majority vote in 7 of 10 provinces, representing 50% of the population, to change the Constitution.
4. Quebec might attempt to veto the change.
5. If there was a constitutional challenge, it would be decided in the Supreme Court.
