Smooth Transition to Military Power?

This is an interview given this morning on Good Morning America. If you listen carefully, listen at the 34-second mark, Major General William Walker, the Commanding General of the District of Columbia National Guard, says, “a smooth transition of military power.”

I didn’t hear him say TO military power. I heard him say OF military power. There’s a big difference. “Of” military power, to me, would mean a transition from one Commander in Chief to another which is to be expected. “To” military power would mean something more like Martial Law. Did he intentionally slur his words? That would be another question.
