If J6 was a terror attack what about all the other violence of 2020

I am struggling with something. Ted Cruz today called the events of January 6th a terrorist attack. Why hasn't he or most of the other members of the GOP called all of the riots, destruction, and murders of the 2020 riots terror attacks?
