Is Australia planning a genocide?

The Northern Territories in Australia contains the largest amount of Aboriginal people of any State, almost 30% living there are native Australians. They have built "detention centres" there for the unjabbed (Mostly Aborigines) and NOW they are locking them down to the point they can no longer go out to exercise. This is how genocides start....
