Why wasn't the perimeter around the Capitol not secured until AFTER 1/6?

Why was there such a weak perimeter set around the Capitol on January 6, 2001? AOC admits to getting text messages from other members of Congress warning her there would be violence on 1/6, so if it was known that there would be violence at the Capitol there should have been a much more secure perimeter.
