Reps Richard Cain and Joseph Rainey Were Right

Democrats decision to support black civil rights legislation after opposing it since the end of slavery was not out the kindness of their hearts. Republican Representatives Joseph Rainey and Richard Cain both correctly identified when the violence against blacks by Democrats would stop and their rights would be recognized by Democrats.
