This guy was abusing his girlfriend and making threats to her, and most the tenants of the building could hear it. This was the second time he's done this. The last time, the cops came and dragged him out and were going to lock him up but he whined like a baby and promised he would be a good boy so they let him go. Now he's back doing it again.

Apparently, the management rented a room to him after that first incident, which shows you how they run this place.
