Isnt anti Religion about control, rather than intelligence?

I still stand by that "Devotion cultures, classic examples is Catholicism and Sunni Islam" is bad for government, due to lack of work culture and focus on devotion means it stagnates society and is neglectful in politics. Examples of work cultures would be "Protestantism and Secularism in government"
