Herd immunity is irrelevant. Therefore; mandating vaccine for COVID-19 is not needed and the lock-downs to prevent the spread are Crimes Against Humanity.

medical products in an emergency to diagnose, treat, or prevent serious or life-threatening diseases or conditions when certain statutory criteria have been met,
including that there are no adequate, approved, and available alternatives."

Available Alternative in the form of IVERMECTIN (IVR) Exists.
