Old Bexley & Sidcup - The dark past of Ted Heath

The by-election in Old Bexley & Sidcup, due to be held on Thursday 2nd December 2021, is the constituency formerly held in the past by notorious Conservative MP & Prime Minister Ted Heath. The by-election has been unusually quiet with many not even knowing of it's existence due to extremely low coverage by mainstream media.
I ask the question why? My hypothesis is that this is due to it being the constituency of Health which the current Conservative Party are not too keen to make the public aware due to the near countless accusations of Heath who, like Jimmy Saville, never stood trial to answer. To this day, the Conservatives have not acknowledged any wrong-doing or compliance in a cover-up.
