Our actions are not directed against Russian citizens. We do not intend to destabilize Russia. I appeal to the citizens of Russia: you are not our enemies. And I don't believe that you want a bloody and destructive war against Ukraine, a country with which you have such close ties, a common history and culture. 77 years ago, our peoples fought side by side to put an end to the most terrible war in history.
