Raffensperger confirms 4.7 million votes, video cuts, final 5 days later is 5 million

The Today Show interviews Raffensperger who tells us 4.7 million people voted in Georgia. The video cuts out and then he reconfirms that he only reports the numbers. However, the final tally was 4.98 million votes. How did he miss by 300,000 when he had real time data? He knew how many Early Votes there were. He knew the Election Day count. He even knew the number of absentee ballots mailed and received back.
