IMHO, this message is to ALL parties.
Russia had very real concerns about having Ukraine infiltrated/controlled by deep state actors who hated him and even acted-out hate against Russians. The west, Biden-USA/NATO in particular, have been pointedly IGNORING Putin's consistent public warnings about these legitimate concerns.
When someone is repeatedly telling you they have very serious concerns about something, if you are wise, you DO NOT ignore it.
If you do, and then they have to take matters into their own hands, then you ARE partially (at least) to blame.
