The CIA’s MKULTRA subproject 119 was the CIA’s initial electromagnetic program that was used as R&D into inserting electrodes into the brain for behavioral management.

MKULTRA’s main goal including subprojects involved the research and development of chemical, radiological, and biological materials to control human behavior. The concern was with the employment of operations to control human behaviors remotely without informed consent of the subjects.
