Street Blow Out - Hydraulic Gradient

Totally crazy when water flows out of a storm sewer cover. This phenomenon is driven by physics, where a hydraulic gradient, which is calculated at an elevation above a pipe, or within a pipe, can cause water to come out of a pipe system.
