An easy qualified immunity decision

We cover quite a lot of qualified immunity cases. Most are horrific horror shows where the police do incredibly bad things. This is not one of those cases. In this case, it is a super easy, barely an inconvenience QI decision for the police. Yet the 9th circuit seems to be struggling with it for some reason. Confusing :/
