Replacing lightbulbs on 2014 dodge

Shops keep telling the owner of this Dodge that to replace bulbs for her vehicle she must pay huge amounts because "the manuals say" they need to drop the bumper to replace the bulbs and/or housings. I've successfully replaced the bulbs and housings without needing to drop the bumper.
