HarvestRight Heat Trays Not Consistent?

After they sent a new rack, Initial testing. Inconsistent, but over 120° now on the top so better than it was. Working as directed, but still the top tray isn't as hot as the other trays. Oh, well.. it works. HarvestRight customer service was really fast and did everything they could to fix this.
