Will Cheating and Hacking be a Problem for Call of Duty Vanguard?

Cheating andf hacking were running wild during the Call of Duty Vanguard Beta. However, Sledgehammer and Activision promise a new Anti-cheat is in the works for the games full release. Is Vanguard doomed to fail on release? Will hacking be rampant or will there actually be a better anti-cheat system?
